That's fine. As long as the cage is raised and protected from the weather you've got everything you need. I would suggest in the small room that you're building create an area where you can slide in cheap insulation. This way when they are cold they can head into the secluded room or if they're warm they can head outside of it. Just make sure the rabbits can't get to the insulation because they will eat it.
References :
Many people, including myself, find that rabbits live much longer when raised indoors and also bond more with their owners.

If you keep them outside you need a hutch that is insulated for the winter - otherwise they'll be too cold. Also, in winter you have to constantly make sure their water is not frozen, you also need to give them tons of hay to build a nest/bed and to eat to keep warm. The cage must also be elevated from the ground to keep predators and pests away from them.
References :
Experienced rabbit owner

Yes you can, but keep in mind that rabbits raised outside generally live much shorter lives then ones raised inside.

The best is to have it inside where the bunny can also feel loved. They are very communal and they do get lonely which is not healthy. Not sure if you know but they can also be potty trained quite easily. We let our bunny run around the apartment all the time. If you do this you have to make sure you bunny proof the place. Power cables and any other kinds of cables are one of their favorite things to chew up for some weird reason. They will feel more bonded to you inside as well.
